What's the exact behavior you encountered? Are you getting any error messages?
Make sure that there's no version mismatch. The software key must correspond to a FoxWeb version that matches the one you installed on the new server.

I am upgrading from Windows 2003 Server, which works, to 2008 32 bit server and IIS,
