You did not mention which operating system you are running now. In any case, this may be caused by incorrect configuration of IIS, or a user-rights issue. Sometimes 500 Internal Server Error provides additional information, but IIS does not display it, because it is configured to "Show friendly HTTP error messages", under Advanced Options. You should either change this setting and try again, or use a different browser. If you can still not see any additional information, please check the Event Viewer under Control Panel/Administrative Tools.

On my XP I used to call with http://localhost/normprg.fwx
The message I get is HTTP Error Internal Server Error
Requested URL http:// localhost:80/normprg.fwx
Physical Path C:\inetpub\wwwroot\normprg.fwx

The FoxWeb.exe field will be grayed out if you enable the "Run-Time DLL" option.
 
Regarding executing your script, what URL are you using? Are you using script mapped URLs, or explicitly reference foxweb.exe or foxweb.dll? The fix will be different in each case.

 I installed Foxweb Version 4.5 on my computer to be used with "Localhost"
I used defaults except if directed GCI and ISAP to my directory C:\foxweb. I noticed the the bar to enter the VFP.EXE is grayed out. Also I have not yet been able to execute my script .
I have tried several ways but always get script not found message. I must have something missing, what?
